After four inconclusive parliamentary elections in two years, a 28-day mandate for opposition leader Yair Lapid to form a new government runs out on Wednesday, and media reports said he was close to putting together a coalition that would end Netanyahu’s 12-year stretch as Prime Minister.
Lapid’s chances of success rest largely with far-right politician Naftali Bennett, a kingmaker whose Yamina party has six key seats in parliament.

Understanding these nuances is critical to setting clear objectives that match what a given situation calls for. It also highlights potential trade-offs. Responding to covert cyber operations with an espionage mindset, for example, may lead policymakers to exercise forbearance when they should instead be more assertive, and vice versa. Moreover, ambivalence about the goals of an operation, or confusion about what a particular operation is, has the potential to yield unwanted results.

We argue that extending the lifespan of the currently deployed Minuteman missiles is preferable to replacing them with a new arsenal of ICBMs. Silo-based ICBMs are ultimately ill-suited to counter the emergence of regional nuclear — and especially non-nuclear — threats to U.S. national security. Doubling down on ICBMs would in fact create additional risks to U.S. security. Rather than committing to ICBMs for the next five decades or more, the United States should begin to move its nuclear force structure away from silo ICBMs and look to reduce the comparable elements of Russia’s nuclear forces in tandem through arms control.

In that spirit, there is one other issue with Moscow that requires immediate attention and is worth the effort to cooperate on: the growing number of close contacts between U.S. and NATO air, land, and naval forces and their counterparts on the Russian side. Any of these encounters implies a threat of rapid escalation should something go terribly wrong, like a mid-air collision, a prospect made more likely owing to reckless conduct by the Russians during some of these incidents.

Washington should propose a six-month extension of the Doha timetable, providing more time to negotiate both a political settlement and measures to remove sanctions and release detainees. The extra time would also enable the United States to pursue the “robust and regional diplomatic effort” promised by National Security Adviser Jake Sullivan in support of negotiations. The United States should complete the withdrawal at the end of this period regardless of the outcome, but the added six months of negotiation would increase the chances for stability in Afghanistan.

Quality at entry into the civil services is a mixed bag today, with some extremely brilliant and many who are pedestrian succeeding. Civil servants are also required to read balance sheets of companies, engage in valuation for public sector privatisation, engage with and analyse large amounts of data while designing policy interventions, or do simple calculations to do breakeven or profitability analysis. They cannot get by without looking at data based evidence during policy design. All these require an analytical and logical mind, which needs to be tested at entry. In fact statistics was always part of UPSC evaluation for all these years and no one ever complained!
